Mafia City Server Rules & City Expectations
A strong city runs on structure, unity, and respect. Whether you’re a top R5 or just starting out, these rules protect the entire server, reduce drama, and help everyone grow faster.
These rules are not new — they’ve been standard in strategy games for decades, from PC MMOs to mobile RTS. Without order, every server collapses into chaos.
City Structure

🏘 Clan Zones | Assigned hives for each clan to avoid overlap |

⛏ Farm Zones | Open for all — gather at your own risk (unless protected) |
Standard City Rules
✅ 1. No Killing Outside Events
- Only allowed during:
- Kill Event
- City Contest / Royale
- Violators are retaliated against or blacklisted
✅ 2. No Tile Hitting (Except During Events)
- Don’t hit players gathering on resource tiles — unless it’s Kill Event
✅ 3. Respect No-Hit Zones
- Safe spaces for weaker players or peaceful farming
- Attacking here = full clan retaliation
✅ 4. Governor War = Pre-Approved Clans Only
- Do not interfere with Governor unless your clan is invited
- Random clans jumping in will be wiped
✅ 5. No Trap Tactics or Shield Baiting
- Dropping your shield to lure attacks in a non-Kill Event is dishonorable
- Trapping causes unnecessary war and damages the city
✅ 6. No Fake Clans for Control
- Creating 1-man or fake clans just to hold buildings or leadership is banned
- Leadership belongs to real, organized teams only
Clan Behavior & Accountability
🗣 City Chat = Clan Reputation
- Anything said in city chat reflects directly on your entire clan
- R4 and R5 are responsible for the behavior of their members
- Disrespect, insults, racism, or provoking drama = clan-wide consequences

Optional Rules (City-Dependent)
- 🛡 Shield required during City Royale to avoid feeding kills
- 🤝 Alliances must be confirmed with city council or Governor
- 🔇 Solo clans must remain neutral unless approved for war or events
Who Makes the Rules?
- Usually decided by a council of top R5 leaders
- Enforced by the Governor and dominant clans
- Communicated in city chat, clan mail, or city profile
Final Reminder
Some people come into the game trying to bring the anger and chaos from their real life — starting fights, insulting others, and breaking rules just to feel in control. But Mafia City is not just a war game where you attack whoever, whenever.
It’s a strategy game, built around planning, diplomacy, and teamwork. Random fighting only weakens the city — and the players in it.
